Ciril Kosmač Public Library in Tolmin was founded in 1955, although its origins may be traced back to the former People's Library of Tolmin, established in 1908. It was named after the Slovene novelist Ciril Kosmač (1910–1980). With its branches in Bovec (opened in 2000) and Kobarid (opened in 2002) and a mobile library service that visits rural villages once a month, it covers a region which has 20,000 inhabitants.


In 2006 the library had 87,200 visitors who borrowed 181,400 units. The library's registered membership includes 25 per cent of this population. All branches have an automatic lending system which is made possible through COBISS - Slovene Virtual Library searches, enabling books to rotate through the branches. Housed in a building of 1,170 square metres, it incorporates a reading room with 83 seats for readers and access to 40 online computers, making it one of the best-equipped public libraries in Slovenia. A project called My Library attracted 80 per cent of the region's elementary school children, while another project targeted the elderly and retired. The library organises regular summer internet workshops, as well as many other events (lectures, exhibitions, puppet shows for children ...).
