Established in 2013, the festival was initially named Stripolisfest. At first it was held in June, actually as the closing event of a project, Stripolis, organised at the Kino Šiška Centre for Urban Culture. Every month there is a monthly meeting of comics lovers: lectures or live talks with comic authors (also over Skype). In its fifth year, the festival was renamed, dubbed as Tinta Festival.

Now the festival spread from Kino Šiška throughout Ljubljana, connecting not only Stripolis collective, but also Stripburger and Stripartnica Buch as well as other galleries, libraries or other cultural spaces. Every year a lot of Slovene and foreign guests come to exhibit or lecture about their comics, talk as guests at the panels, young authors compete for an exhibition, with a comic auction being held, and similar.

Festival Tinta 2017 hosted Aleksandar Zograf (SRB), Boulet (FR), Kate Evans (GB), Ukmukfukk Zine collective (H), experimental collective Chalky (NL) Izar Lunaček (SI), Iztok Sitar (SI) etc.

Festival traditionally closes with a big fair in Kino Šiška, workshops for adults and children, signings and talks with the main guests.
