The Minka Skaberne Library for the blind and visually impaired, Slovenia's only Braille library, was established in 1918. Its roots date back to World War I, when many soldiers returned home from the battlefields with impaired eyesight, and Minka Skaberne (1882–1965), who had learnt teaching the blind in Vienna and Graz, began lecturing and laid foundations of a Slovene library of the blind.

In August 2014, the library moved to a new location in the very centre of Ljubljana. Besides the storage and lending of books and other materials, the library houses a modern sound studio, a gallery, a theatre hall and a reading room, thus becoming a new cultural centre.
