Ciril Kosmač Public Library in Tolmin was founded in 1955, although its origins may be traced back to the former People's Library of Tolmin, established in 1908. With its branches in Bovec (opened in 2000) and Kobarid (opened in 2002) and a mobile library service that visits rural villages once a month, it covers a region which has 20,000 inhabitants. The regular Summer Internet workshops are very popular.
