CEC Artslink, Inc is an international arts service organisation founded in 1962 to enable citizens of the United States and the Soviet Union to share ideas and build mutual trust. Today CEC Artslink serves to create and sustain constructive, mutually-beneficial relationships between the USA and the 27 countries of Central Europe, Russia and Eurasia, with supporting programmes and projects that promote dialogue among arts professionals in all disciplines. Over the past 13 years Artslink has made over three million dollars in funding available to US artists and arts organisations working with colleagues in the region. Funding is provided through Artslink Projects, Artslink Residencies and Independent Projects. Other CEC Artslink programmes include VisArt: Contemporary Issues in the Arts, the Jubilee Fellowships and the Open World Exchanges for Russian cultural leaders. CEC Artslink organises lectures at its premises, and since 2004, in co-operation with the Consulate General of Slovenia in New York, several Slovene artists, theoreticians, gallerists and cultural managers have been presented there.

Since 1993 CEC Artslink has facilitated residences and collaborative projects in co-operation between Slovene and US organisations and artists. Every year at least one Slovene artist or cultural manager participates in the five-week residency in the USA or works on a collaborative project.

SCCA-Ljubljana Centre for Contemporary Arts is the Slovene national co-ordinator of the Artslink grant programme.
