The Golden Drum Advertising Festival of New Europe is open to all agencies, advertisers and other parties involved in marketing communications in the countries of New Europe. The submission of each advert or other form of commercial speech by an agency, design or production house, client, media or other party involved in creation or production must be registered in one of the following countries: Albania, Armenia, Austria, Azerbaijan, Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, Cyprus, the Czech Republic, Estonia, Finland, Georgia, Greece, Hungary, Israel, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Malta, Macedonia, Moldova, Uzbekistan, Poland, Romania, Russia, Slovakia, Slovenia, Turkey, Tajikistan, Turkmenistan, Ukraine, Serbia and Montenegro. The festival includes the competition for the Golden Watch Award, which is open to all parties involved in advertising worldwide, with no geographical restrictions. Since 2001 it has also included the Media Meeting, which features a competition on the most creative use of media and culminates in the presentation of the Golden Drum Media Award, with live presentations of the entries. In 2003 the Honorary Council of the Golden Drum Award consisted of representatives from the Czech Republic, Belarus, Croatia, Russia, Poland, Hungary, Slovakia, Slovenia, Romania, Austria, Bulgaria, Bosnia-Herzegovina and Ukraine.
