Organised since 1964 by the Obalne galerije - Coastal Galleries, the Ex-tempore Piran - International Painting and Ceramics is one of the oldest competitive art festivals of its kind in Slovenia. While initally a painting festival, the Ex-tempore Piran has been accompanied since 1995 by a ceramics part, since 2003 also by the Genius Loci Lera Workshop at the nearby salt-pans at Sečovlje. Traditionally, both the painting Ex-tempore and the ceramics Ex-tempore end with the presentation of awards to the participants.

The number of painters who submit work to the festival is regularly over 300 – generally 40% of participants are professional academic artists, while the rest are amateur artists who are eager to offer their creative work for comparative evaluation. Typically 1 in 3 works submitted is selected by an international jury and exhibited in either Piran City Gallery or in the Storehouse of Monfort Salt in Portorož. The international jury of the festival usually bestows works in different categories: the grand prix for painting – past winners include Matej Čepin (2009), Bojan Šumonja (2010), Branko Kolarič (2011) – further major purchase prizes, the young artist prize, the watercolour prize, and honourable mentions. The festival of ceramics also gives the grand prix (in 2009 went to Anja Radović) plus a solo exhibition at the Pečarič Gallery (in 2009 went to Andreja Trkman). Upon viewing selected exhibited works, various sponsors and regional hotels award around 40 additional purchase prizes.
