The festival derives from the Animateka International Animated Film Festival Maribor edition. Since 2011 the Association for Film Culture Development, Maribor focused only on children and youth films and thus created its own festival platform, which is growing every year. In 2019 at the 9th edition it had more then 400 applications from all over the world. It is co-organised by Zavod MARS Maribor, an association for cultural and art education. Its main purpose is to promote film production by children and youngsters, film education in schools and developing film production skills and critical understanding of film.
Among the fesival sections, 3 are competitive: the MINI section for films made by children till the age of 10, the MIDI section for films made by children from the age of 11 till the age of 14 and the MAXI section for films made by youngsters till the age of 19. In each section the award Little Elephant is given by an international jury of 3 members, which can also give Special Mentions to films in each section. The winner of all three sections combined is awarded the Little Elephant Grand Prix and a scholarship for the next film project, sponsored by the Foundation Sonda.

The competitive programme is accompanied by a rich programme of internationally mentored workshops, additional screenings of films for children and youth, talks with authors, dance and musical performances.

The festival is part of the international Youth Cinema Network, which combines several festivals with a similar focus. It also hosts screenings, experts and cooperation projects from partner festivals in the region, such as Star Film Fest from Osijek or Dubrovnik Film Festival.
