Slovenian Film Fund is a public fund established in 1994 by the Government of the Republic of Slovenia for the purpose of implementing the National cultural programme in the sphere of film. As such it supports Slovene film production, post production and film distribution and it organises film festivals and grants awards for outstanding achievements in Slovene cinema. Founds are distributed trough different public competitions that are covering film production, project development, script development, blow-ups and activities.

Funding

The majority of current Slovene film production is facilitated by the Fund. Since 2000 56 feature films were produced with the support of Slovenian Film Found (majority or partial founding) and among them 13 were international co-productions (mostly made in collaboration with producers from neighbouring countries like Croatia, Serbia, Bosnia and Herzegovina). The Fund seeks to encourage long-term planning and facilitates film production co-funded by the national budget and facilitates the presentation and marketing of Slovene film, both at home and abroad. One of its main tasks is also to promote the development of scriptwriting (through public competitions, workshops and meetings). Next to that it also plans and implements co-operation with foreign non-governmental film associations, follows conditions in the cinema network (and, if necessary, adopts and carries out measures to rectify or improve them) and encourages the offer and the distribution of art films, and carries out various other tasks related to film in Slovenia.

Each year the Fund organises several public competitions (just individuals and legal entities officially registered in Slovenia can submit their proposals) that are covering various stages of film production and postproduction and are independent one from other. The public competitions for project development is meant for producers to develop the financial and technical structures of their projects, for location scouting, casting, development of shooting scripts or screenplays, for searching of partners and co-producers, etc. The Found also organises s special public competition meant just for the development of screenplays and scripts. The majority of founds are distributed through the public competitions for film production that includes feature-length and short fiction films, documentaries, experimental and animated films. Since some of the films are shoot on 16 mm, Super 16 mm or digital video support the Found grants founds also for the blow-up on 35 mm film support through the public competition for blow-ups. Finally there is also an annual public competition for events, meetings and educational projects in the field of cinema.

A pre-selection for financial support is made by expert programme committees, while the final decision is made by a Supervisory Board. Proposals for the financing or co-financing of programmes or projects in the field of cinema from public funds may be submitted by individuals and legal entities entered in the Register of Creators of Cultural Programmes at the ministry competent for culture. A film producer not registered for the performance of film production activities in the Republic of Slovenia may shoot films in the Republic of Slovenia in collaboration with a Slovene producer.

Legislation on the Slovenian Film Fund and General Terms and Conditions of Performance of the Film Fund of the Republic of Slovenia – a Public Fund is available in English at the SFF website.

Projects

The Found organises the annual Festival of Slovene Film and financially supports numerous educational activities.

International cooperation

The Slovenian Film Fund sends about 20 Slovene films annually to more than 100 festivals. It co-operates with the South East European Cinema Network festivals. It also supports various presentations of Slovene cinema abroad.

The SFF's web page presents a catalogue of film authors, films, festivals, awards, co-productions, VHS sales, etc in English, German and Spanish.
